#### Instructions:
1. **Preheat the Oven:**
- Preheat your oven to 350°F (175°C).
- Grease and flour two 9-inch round cake pans (or line with parchment paper).
2. **Mix the Dry Ingredients:**
- In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
3. **Add the Wet Ingredients:**
- Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients.
- Beat on medium speed for 2 minutes until smooth and well combined.
4. **Add Boiling Water:**
- Carefully stir in the boiling water. The batter will be very thin, but this is normal.
5. **Bake the Cakes:**
- Divide the batter evenly between the prepared cake pans.

1. **Beat the Butter:**
- In a large mixing bowl, beat the softened butter until creamy, about 1-2 minutes.
2. **Add the Sugar and Cocoa:**
- Gradually add the powdered sugar and cocoa powder, one cup at a time, beating on low speed until fully incorporated.
3. **Add the Cream and Vanilla:**
- Add the heavy cream, vanilla extract, and a pinch of salt.
- Beat on high speed for 3-4 minutes until the frosting is light and fluffy.
4. **Frost the Cake:**
- Once the cakes are completely cooled, spread a layer of frosting on top of one cake.
- Place the second cake on top and frost the top and sides of the cake as desired.
